Regular Meeting


The Board of Selectmen held a Regular Meeting at 7:30 PM on Monday, 19 November 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes
Regular Meeting 5 November 2012
Selectwoman Nosal moved to accept the minutes of Regular Meeting 5 November 2012 as presented.  Selectman Sibley seconded the motion.  SO VOTED.


2. Communications
Bob Potter Re:  Public Works
First Selectwoman Reemsnyder reported that she had received an email from Bob Potter, a resident of Old Lyme.  Mr. Potter’s email expressed his appreciation to Public Works for their hard work and quick response to his request after Hurricane Sandy.  


3.  Appointments
Robert Falaguera (R) – Harbor Management Commission – 4 Year Term to January 2016
Alternate moving up to replace David Zita
Selectman Sibley moved to appoint Robert Falaguera to the Harbor Management Commission for a four year term ending in January 2016.  Selectwoman Nosal seconded the motion.  SO VOTED.


4.  New Business
a. Hurricane Sandy Updates
First Selectwoman Reemsnyder stated that the cost of recovery had exceeded $20,000 and the Chairman of the Board of Finance is aware of this.  The Transfer Station has been very busy.  The debris is being weighed and a total of the tonnage will be submitted to FEMA as part of the Town’s reimbursement. The Building Department has had to work many hours to make inspections of all the damaged homes.  There are 268 uninhabitable homes with over 60 of those that are unsafe with four that need to be demolished.  The Selectmen commended the staff on their excellent work.  There will be a meeting in January of all the departments that took part in the emergency and a review will be done.  

b. Election Day Recap
First Selectwoman Reemsnyder reviewed the changes that had been implemented for Election Day i.e. traffic patterns, signage, police, lighting, etc., and felt that the changes worked out well.  For the future, the Town should look at increasing the number of allocated spaces for the handicapped.  First Selectwoman Reemsnyder suggested that the Town discuss with the School District about having voting held in the school in the future.

c. Special Town Meeting – Two Roads Accepted, Steve Spooner on BOE
First Selectwoman Reemsnyder reported on the Special Town Meeting held on 14 November.  Village Lane and Woodcrest Drive were accepted as Town Roads.  Steve Spooner was voted to be seated as a Board of Education member until the next municipal election in November 2013. Frank Pappalardo did a presentation on the proposed Sound View Commission improvements to Sound View.

d. Wastewater Management Task Force – first meeting update
First Selectwoman Reemsnyder reported that the Wastewater Management Task Force met for the first time with good attendance.  The history of Old Lyme was reviewed with regard to what has been done over the years for water pollution control and how the WPCA was established.  Selectman Sibley requested that copies of minutes and meeting dates be sent to each of the two Beach Associations that are currently under consent order as well as the Federation of Beaches. First Selectwoman Reemsnyder would not commit at this time, but would take it under advisement. The minutes of this meeting are posted on the Town Website and may be found on the Selectmen’s page under Special Committees.

e. Landfill Closure Update
The Landfill Closure is completed for the most part.  There was a meeting last week and the punch list was reviewed.  The next step is to set up the monitoring.  A proposal from Anchor Engineering has already been received.  Included in the proposal are the semi-annual landfill inspections that will be done along with the installation of four bedrock groundwater monitoring wells, annual landfill gas monitoring, a quarterly surface water sampling, groundwater and domestic well sampling and the reports that go along with this, an annual report, a preparation of an as-built survey to be filed in the land records, the preparation of a stewardship permit application and required attachments.  Anchor Engineering’s quote for these items along with ongoing maintenance would be about $21,000 per year.  There is still money in the budget that can go towards this.  If the Town can do composting on top of the landfill, the compost could be sold to generate income.  Selectman Sibley suggested that the monitoring should go out to bid.

f. Fire Department Incentives Review Committee
First Selectwoman Reemsnyder reported a Committee is presently being formed and the next step would be to put together a charge.


5.  Old Business  
a. Veteran’s Memorial Dedication at Duck River Cemetery, November 11
First Selectwoman Reemsnyder congratulated the Veterans on the beautiful new memorial that was installed at Duck River Cemetery.  The American Legion and the VFW combined their efforts to make this happen.  

b. Proclamation – Dimondale, Michigan
First Selectwoman Reemsnyder reported that because of Hurricane Sandy, the Town of Old Lyme was not able to have its traditional Halloween celebration on Halloween night. Many people were disappointed.  A former colleague of First Selectwoman Reemsnyder from Michigan had emailed her and asked how the Town was doing.  This person told her that the kids in the community of Dimondale, Michigan felt sad for the children in Old Lyme because they could not have Halloween.  These kids started a collection and shipped 107 pounds of candy to Old Lyme.  First Selectwoman Reemsnyder read a proclamation thanking the people of Dimondale, Michigan.  “The Board of Selectmen of the Town of Old Lyme does hereby proclaim Thanksgiving Day 2012 to be Village of Dimondale, Michigan Day in the Town of Old Lyme.   May all our citizens think of them and their generosity as they give thanks this day.”  The proclamation was signed by the Selectmen.  The candy was distributed to the children in Old Lyme but there was some left over.  The local Boy Scouts have taken the remainder of the candy and will make care packages which will be sent to our troops overseas.  

c. Appointments for January 2013
Letters have been sent to all the people whose terms will expire and feedback is already being received.  The list of vacancies has been sent to both Town Committees and hopefully new people will come forward and be willing to fill the vacancies. Ways to get the word out were discussed.  

d. BOS Meeting Schedule for 2013 – Approval
The meeting schedule was reviewed.   Selectman Sibley asked if the School Calendar was considered when this schedule was made.  He will check on this and get back to First Selectwoman Reemsnyder.  Approval of the BOS Meeting Schedule 2013 will be approved at the 3 December meeting.

e. Town Employees’ Holiday Schedule
The Holiday Schedule was reviewed.  Selectman Sibley moved to approve the Holiday Schedule with the adjustment of taking January 1, 2013 off so that there are 12 holidays.  Selectwoman Nosal seconded the motion.  SO VOTED.

f. FY 2014 Budget Update
First Selectwoman Reemsnyder reported that there will be a Salary Committee Meeting tomorrow night.  The Employee Handbook will be reviewed.  Ultimately the Board of Selectmen will approve this.  Salaries will also be reviewed.  A draft budget will be presented to the Selectmen in the near future for their review.  The Selectmen should think of any recommendations that they would have for the Board of Finance.  Selectman Sibley would like to have a special meeting with the Board of Selectmen and Nicole to review the budget.  First Selectwoman Reemsnyder will set this up with Nicole.

7. Other Business
Selectman Sibley reported that he had received his Pharmacy Discount Card in the mail and it had “Lyme’s Town Seal”.  First Selectwoman Reemsnyder reported that she was on a conference call with them today and they are getting ready to send the Town’s Discount Cards out starting in the first week of December.  They asked if there was only one zip code in Old Lyme and First Selectwoman Reemsnyder informed them that Old Lyme had two zip codes, but Lyme had the same zip code as Old Lyme.  Lyme has already started this same program.  Depending on your geographic location a resident may receive a card both from Lyme and Old Lyme.  
First Selectwoman Reemsnyder reported that last evening at St. Anne’s Church there was a community service that included all the churches in Old Lyme.  It was a nicely done service and very impressive.  First Selectwoman Reemsnyder wished everyone a Happy Thanksgiving and a safe holiday.
The next Board of Selectmen's Meeting is scheduled for Monday 3 December at 7:30 PM.  
Selectwoman Nosal moved to go into Executive Session at 8:24 PM and Selectman Sibley seconded the motion.  SO VOTED.  
The Selectmen went into Executive Session at 8:24 PM.

Selectwoman Nosal moved to adjourn the meeting at 8:53 PM.  Selectman Sibley seconded the motion.  SO VOTED.
